I wonder if it's even possible to go back to balance in this game now. It's a shame because this game would last a lot longer and be a hell of a lot more successful if the current population weren't getting milked to the extreme.
People just burn out from boredom of getting owned by overpowered people, boredom of not being able to progress to the state of others or frustration at being drained for every penny they own with gambling "events" etc.
I love this game, but it's feeling a lot more hollow than it used to due to the aggressive pay to win approach pushed through the NC store. XP/SP/Vit items wouldn't be too bad but gear, enchants, buff scrolls, gambling wheels etc should never have been available.
to balance it you need to get fresh players that are willing to spend (more modest) amounts money consistently, to get them you must advertise, remind me the last time L2 advertised?
So no, you 're stuck in a (still quite profitable for NCWest lets not forget) spiral of squeezing as much as possible out of the few that are still willing to drop large chunks of money into this game. The fewer those people the larger the chunks you 'll need till the whole thing implodes on itself.

The old retired player base would be enough to stimulate the game again if even just 5% came back.
If the game were re-vamped with more noob friendly support, bots tackled and less greedy/harsh pay wall then things could pick up again by simply mailing old players about the re-vamp.
It seemed to work with GoD for a while... game hit a low, GoD re-vamped everything and tons of people came back... until pay 2 win kicked in at least.

Buy buy buy buy and get lost. Now most of stuff freaking breaks after 1 year of usage, just so you can buy it again, and again.
I get it. You or anyone that really liked the game that it was back in the day, and you want to get that feeling back. But it's gone, just let it go man.
Game industry has changed. Did you know that gaming companies, especially for consoles put out non finished games just so you can spend again on the DLC. ARE THEY FREAKING SERIOUS? They literally sell you a non finished game. I'm not talking about "expansions" like in D3. BUT FREAKING 78% DONE GAME FOR 60€!!
Hideo Kojima under Konami was selling a PROLOGUE MGS 5, for 30$? FOR A FREAKING DEMO??
