The level raise will only make more bots swarm the quest zones...
This wont stop the adena spammers there will just be more higher lvls of them and they can bot more areas, this is pretty lazy fix a 5 year coulda done.:(

A friendly advice to Nc: if u wanna keep this game alive for some more months, you have to add ANTI-BOT protection, a system that ll prevent 3rd pt users to bypass ur servers, with a team who ll work on this system and ll make updates all the time to protect ur servers by the massives of bot users of any kind, changing low lvl rewards, removing the ability of a low lvl guy to shout or whatever, only causes less population to ur servers and less new ppl.

And btw, why not just add those rmt sites to filter with auto ban chat? Chat system already have filter for bad words. Just extend for those sites and add one week chat auto ban.

This step is good. But in totally it won't solve the issue just make it slower.
But maybe it helps to slow down the spammers enough to have time for the GMs to ban them.
Nowadays they do good work with the ban of the farmer bots.
But to keep away maximally these illegal companies from the server there is 2 solution.
1. Change the anti cheat software (what is problematic, because we must to use same as the rest of NC regions and games uses).
2. What nowadays the spammers did with us and with the server it maximally achieved the category what we can call to Online Bully. Since these spammers did bully us even in PM too and when you did block one on next day another one came.
The real life policies in the United States and the European Union allows, that in this case the NCsoft or the players be able to report this company to police, what for sure fast and in effective way will keep them away from our servers.
The "solution" to the problema of adena seller in the chat box is ridiculous.
It is the kind of "solution" that will only drive away prospective new players, showing them a game where he is not welcomed, the kind of game that only seems to care with high level (or something like that) players.
To a more cynical person it appears that this "solution" was created to make people waste more money in the shop, so they can level faster.
Of course, this "solution", only can come from a company that thinks that letting bots roam freely for years is a good thing, that destroying or making some kind of joke of several mechanisms in the economy of the game is a good thing, that making the drops - both of adena, materials and items - something with a extremly low probability and very low values is a good thing.
Good job NCSOFT. Piece by piece you are doing a great job in destroying what was a magnificent game.
I have always had Hero chat off but now I also have white chat and shout permanently switched off. If I have to switch of pm chat then the game becomes unplayable. The unhappiness on the server is awful.

"Protection" can not save you from bot. Only alive GM and fast ban. Fast, I mean, the same day GM discovered bot train. Not months! Not weeks of "investigation". This is just ridiculous. Full parties running 24/7 gathered in one point like cockroaches and GM still "investigate" them!
Your lovely private servers has no bots not because of "protection", but because of alive GMs which act fast and strict.
I agree with those also who says, that it is not the best welcome to new players, that their chat until X level is blocked.
Right here many new or returner player in L2 has friends or family members who play the game and they explain them the game and the reason of the chat block.
But imagine a situation when a person did see a video about a Castle Siege in Lineage 2 and he says "it is pretty funny i want to try it."
He download the game, register and start his character, but when he looking for any advices in game he will have problems.
Right we have forum to questions, but we also gets here too many trolls.
NCwest staff should search a possible channel how the total new players can communicate with some experienced players.

This world did change so much under some years, I did read about these Human Right Societies and the law changes in the real life law.

Good luck with that. That costs money since that's at least 2-3 full time people (assuming they go cheap with 1 per shift for every server).
And that's even assuming they would give them the power to ban, as opposed to forwarding things on to the GSU to make the call.
Chat limitations are a good start but I have some thoughts that might improve filtering of the spammers:
1. Keywords filtering and temporary automatic chat ban (until a GM can review the message). It should be able to catch "buymygold.com, buymyg0ld.com, b u y my g_ol-d,com, b/u/y/m/y/g/o/l/d/c/o/m/" e.t.c. (buymygold is just an example, it's a non existent website)
2. Reporting... If X people actually receive a pm or mail by the same character in the last Y minutes and report it, the offending character should be auto chat/pm/mail-banned until GM review. X should be low, like 5 (mins), Y should be much higher, like 120 (mins).
3. 1-click block option. (e.g. alt+click on name on chat window) and easy way to unblock an mistakenly blocked char
4. Stricter chat rules (generic, trade, shout e.t.c.). You surely can't block anyone who is reported world chatting because people don't like other people and it will be abused but it's not normal behavior to post every one second for hours... It should be flagged.
5. Point system for chat use. When you flag for something (e.g. you post $ symbol or "buy" word or ".com" word or world chatting with unrealistic frequency) you get a point. If you get over X points in an hour, chat ban. We will all get some points in our everyday use but normal users will not go over a realistic limit of points for the last 60 minutes.
6. Positive reputation filtering by account. If I (a gamer over 85 level and all my other characters in the same account) report a bot and I was right, I will get a point, if I was wrong, I will lose 200 points (wrongfully report 5 times and I am out of the rep system for a year). When I go over e.g. 200 points I will be able to chat-ban one user every 30 minutes for everyone (chat/pm) until GM review. Excel for a month and maybe I could get a small in-game prize like time limited jewels. If you don't want to give such power to one person, no problem, you can use positive reputation to the equation (sum of the reputation of reporting users should be over X and reporting users should be over Y for the offending user to be chat-banned). So, for example, 5 "high-rep" users can chat ban an offender or 50 new users can chat ban an offender.
7. Finally, the best solution - but maybe not applicable - is some active GMs. They can just "walk" in each city and chat-ban the gold sellers / spammers. Do that frequently enough (and keep a 20+ level chat / pm / mail limit) and soon it will not worth it for them.
Anyway, for me the new changes are in a good direction, let's see how they'll work.

After Maintenance all my char on Bartz server dissapear and when i log, pin code was diferent as yet.. u have any idea.Since 2,5 year and Day before i played normaly till today maintence
VALI - if you can do some event where reigning level 90+ players can quickly make level 99, say in a few days. Recently moved NAIA your server but all have been here 99 lev.
It is hard now to find a party to exp and once it is with rules of thumb to party bots. We are constantly repeated commands.
You can see the game on Naia is no longer based on the acquisition lev and experiences only and winning epic PVP jewelry bu be better.
New players do not have any chance to exp unless solo to lev 85
Please think about it. Because the server bots overwhelmed our top clans lev and we do not have to gain exp.
Please also how would you introduce something that it was not for the money (Ncoin)
Let people finish off fast 99 lev and join clans and continue to grow as the game gets boring quickly and already you can forget about pvp because it makes no sense and yet all the potions and pvp bonuses are just the L2Store

Maybe I've too dreamed of someday they could permanently close these sites that advertise the sale of adena. (We already know why they do not) rather than banning of palliative mode (by the way, something that they also do not, saying better, from time to time)

all towns are spammed in normal chat my adena sellers and party room is full of WTS/WTB and cryers about (sdfsdfsd = scammer ) and they nobody do something with this spams ...
i suggest 1 month banned account for who spamm in party Room and bann forever for adena sellers .,... but bann them on IP guy's... on all his log accounts from that IPs
about party room ... is for creating partys for enything ... for trades or cryers or recruting clans ... in game for trades we have Action House , for recruting ppl in clans is Clan Entry and for ppl who scam others exist this site or directly to NCsoft support and they will see your logs and what someone scam from you .
