They need it for their bots,probably.
Or they just want to bother lows :)

Go kill mobs, they should be your main source of XP.
Also you are not entitled to receive XP from every RB, ppl may interfere, kill you, do more dmg and do on.

Also a 85 summoner is well within the limits of a lvl 78 RB...

If lvl 85 summoners can kill lvl 78 bosses, a lvl 78 can kill lvl 71 bosses.
