With the 11th anniversary event with 50% xp/sp increase, is that only when you have vit or at all times.

Why won't you read the news carefully? The servers' settings got changed, a.k.a rates, so for the next month you'll be playing 1.5x rate server for xp/sp.

Server Settings should be forever and not just one month. 100+ is already hard enough for 80% of the Server. Most of us know that for a fact.
