Jesus Christ, read the forum. It's a known issue and they're fixing.

I doubt there is anything to fix regarding XP. It seems the XP required 98 onwards went up and 1-97 went down. Thats why ppl lost XP/levels from 98+ and people gained XP/levels 1-97.

Every single 99 lost 4%, if they were not 4% into 99 they would naturally delevel.
