So with the latest update (Underground), we've gotten some NCWest Exclusive add-ons for our servers. BUT! They were not so exclusive afterall, since our dear EU game provider, whose name should not be spoken of :p is getting the same things.
EP2.5_0520 version is on test server and is currently being tested. We've recently received a later version EP2.5_1007 for EU. This means that EU will most likely go live already with 1007. This new version is already on RU test server and will be released on RU in about a week (~Dec, 8). New version includes 'NCWest Exclusive' features that are no longer exclusive, however, no additional Korean content (like renewed Giant's Cave) is included, just the basic content from 0520 version: Mystic Tavern, SA, etc.

Therefore, main question being: Why?
Because players who have a realistic chance to reach higher levels are prone to spend money on exp runes to reach those levels even faster :D
In its original version this feature has to do with the Korean payment system, where most players are using time points that are only ticking down when they are in non-peace zones. So NCsoft is trying to encourage players to actually play the game and not only log in for Sieges and the Olympiad. Over here the purpose is obviously to incite conflict between clans, competition for hunting grounds etc. This encourages people to use the L2Store and purchase items that give them an edge over their competition :D

Our Login Bonus gives 35% at the highest stage and lasts 3 hours but must be consumed within one day.
We get Lindvior Earrings while in Europe they will get something different.
So while the basic principle is the same, there is always a local flavor :)
Children are not widely known that NCwest was used as the proverbial laboratory hamsters to see how a system will affect the game because it has been verified and tested, these systems were introduced to the rest of the servers. And always wrote that it is the exclusive system only for ncwest. The problem is they do not know about that only players who started play here as the game had become free. And from what I see it is this group of players usually have some underdeveloped ideas on how to improve the game here. Where they spent their whole lives for a disabled pirate servers.

Thats not neccesarily true ncwest is first to get all updates from korea then all other regions next i would say korea is our test subject and Juji said we will be getting more "exclusive" features in the future
Im just interested to see if EU/RU ncwest exclusive gets its bugs fixed before us :D
