Its just me or BR doenst have any cooldown reduction on this chronic.
I tryed with wizz/war/knight...same cooldown, i tryed with diferent jewels same cooldown. For ISS Hierophant>>>9 min 40 sec.
i tested BR, and self BR using wizard harmony, both seemes to be affected, both were fewer than 9 minutes. i can't say i know what is wrong with your character, but i know it is working for me.
