The real question here should be: how will be the usefulness of those sets regarding their enchantment value? Will I focus on PvE or PvP, cuz that will be a real matter on what you should focus (since dark/bloody > all).
So think like this: blessed > normal set, and ++ OE > normal +4/+3 sets in terms of bonus added into passives.
Then, that +8 TW set will be > anything equal or below a +6 seraph set, and even will be more worthy to use that a pure average +4/+3 eternal set.
Also, you have to take into account what class will be using such set: ie., in PvE it'll be all good, hands down here, but in PvP, let's say for a feoh or healer it wouldnt be that game changing, maybe a leg up, but not that impressive. For a othell, tho, it would be more than enough - cuz the class has the passives/skills to counter what the set lacks of.

You sure +8 normal R95 better then a blessed +8 tw full set?
Have same bonus only pdef have diff, and not sure about normal R95 have better pdef, that also want to know.

Yes, the TW will have more P Def at +8 and here is why; enchanting a standard piece of armor nets 2 pdef up to +3, from +4 to +6 each enchant will give 4 pdef per enchant, from +7 to +9 each enchant will give 6 pdef per enchant, etc. etc.
A blessed piece will net 1.5x as much pdef per enchant. So, from +1 to +3 each enchant gives 3 pdef per enchant (as opposed to 2). From +4 to +6 each enchant gives 6 pdef per enchant (as opposed to 4). So on and so forth.
Now, here is how you are wrong. Enchanting armor unlocks "hidden" skills at +4. For boots it is Run Speed, for Gaiters it is p/m crit rate, for armor top it is p/m attack, et. These bonuses are also dependent on whether the armor piece is blessed or not. So for example, a pair of standard +8 boots will give 4.2 run speed. A pair of blessed boots will give 7.
Anyway, long story short +8 Bless TW > +8 Standard r95.

I enchant normal top to +8 and blessed it, or i enchant blessed top to +8.

No difference between the two . I have made numerous +8 R/R95 sets and I ALWAYS enchant standard items to +8 and then use scrolls to bless them.
As an added bit of information, in the next update there will be bonuses for +9 and +10 Armor Sets. You might want to keep this in mind as the +9 Set bonus will be VERY good (Decrease ALL received damage by 10% and reflect resist +10%).
In this Scenario a +9 Blessed Immo Set would be better than a +8 Bless TW.
As an added bit of information, in the next update there will be bonuses for +9 and +10 Armor Sets. You might want to keep this in mind as the +9 Set bonus will be VERY good (Decrease ALL received damage by 10% and reflect resist +10%).
Actually as far as I know it's "Fixed Damage Resistance of 10%", which means only topaz and megastrike etc, that cause fixed damage. I can't confirm this as I don't have an insanity taslisman (which also gives this), however I'm 95% sure that's how it works.
