I live in Europe and my char is on naia. Should I change server? My logic behind this is this: It seems most people on Naia dont speak english, but the server is still located in America. So I might as well play on another non European server where I can actually talk to people?

Naia is fine and it will match your playtime with Sieges/CoC/Oly etc
95% of ppl you meet actually will speak/understand english, no problem. The ones not speaking/understanding engl. usually stick to their clan/friends anyway and not join random parties.
the game has changed a lot in those 3 years, but XPing is so much easier. You'll not even have to grind anymore to lvl-up, just do your dailies. And you are only 1 lvl. away from even much more dailies, so give it a try, you got nothing to lose.
L2 has many flaws but it is still the best game out there.
