Freya Merge, No new toons, permanently light load?

As title says...

Freya got merged from 3 servers and new character creation is blocked, the server load status hasn't gone above light that I've seen... co-incidence?

I just created new character on Freya, looks like it's not blocked or online sometimes is, huh ?. The server status is Normal right now, but most of the time i guess light.

I had same problem but not in Freya server i couldn't create new char in Naia server also

The point was mostly that the servers were light when there weren't 1000s of orc/erthea bots being constantly created.

All servers should be light during the whole day. What make them go normal or high is the big amount of bots that are constantly being created and after level up until lv 91. (Because npc buffer only gives buff until lv 90, not to hard to know that if you remove npc buffer bots will decrease a lot...). Even if they would like to merge naia chronos and freya all together, if they remove all bots before this merge. New server should be at normal state with less than 3k active players.
