If this event works like the past L2 Day events, there will be peak times when the letters drop more often from killing mobs than others. The reason why you can buy some letters in store is because they don't drop as frequently as other letters.
What appears different about this event is the number of prizes. That doesn't mean that the odds of getting a good prize are better, though.

Logged when server came up, farmed 30 min, collect x30 pouch from each and then mysteriously the drop decrease to 5-10 pouch from each for 30 min farm, because of the handless farmers. So this 12th Anniversary is a focking failure, from 0 to 100 i rate it for 0. You could focking let it low drop rate since the beginning to to piss me off. NOW I Focking HATE You !!!

Possibly we are having issue due to standard server settings... we had the Event server settings with no Event, and now an Event with no Event server settings(double Vitality bonus, improved drop rate, no XP loss, free teleports/Augment removal etc.)now +50% base XP only.

i made another round after dailies quest, 6h after the maintenance, i go back at my spot, same conditions and i collected 40letter pouch in 1hour.....
Why drop rate was deacreased??
total: 12 000 mobs dead, 290 letter pouch , 0 (zero) R II S
i opened all pouch, still 0 (zero) R II S....

modus operandi: lure the high numbers of mob in the area till they dont get reset to its place and kill them all with 2 or 3 aoe skills;
nccoin cost: 0
adena cost: 4.700+ r arrows and 5k+ ssr
time cost: 2 hours and 30 minutes (till i realize the big waste of time)
from that i got:
2 ear
6 zubei gaiters
1 requiem caster fragment
1 requiem buster fragment
3 immortal breastplate fragment
8 E letters
7 G letters
2 I letters
8 T letters
6 O letters
8 N letters

if u dont buy nccoins dont even bother, i bet this **** drop better with drop runes.
the lv of crap on this one goes out of the universe, broken event that force free to player or casual player to work for the ones the buy nccoin, in order to get the letters that can only be aquired through PAYING.
this time u showed once more that u dont give a crap about ur playerbase, u just want the money, and u dont give nothing in return,from a screwed and nearly impossible event like this, u should consider cleaning the crap rewards u add and add the same % of chance for each rewards. (the cmm is crazy if this is almost the same old letter colect events we had like he said)

They can't figure out how to get 7 sign SA crystals to work.

Well the sooner the better, more and more ppl go in Hibernation mode and if the delay is caused by the 7 sign soul crystals then please release that aspect at a later stage as the 7s SA stuff due to it's severe game unbalancing & expensive nature will actually drive away customers so delaying Helios Update for that is a double negative.
Best is to release Helios Update to lure back many players and give them the much requested Services like Racial/Main-Dual change etc. to build back trust & customer satisfaction before getting into the muddy water of the 7 Sign stuff which will have quite the opposite effect.
For the unaware I will briefly explain the 7 Sign Soul Crystals:
- pay to win NC Store exclusive, much more expensive then anything you've seen sofar
- requires compounding upto stage 8 so even more expensive then brooch jewels
- effects are game breaking as the debuf passive triggers like stun have 100% landrate and can not be resisted/cleansed etc.
simple example if a clan is trying to scribe a castle and an archer is shooting the scriber having a lvl6+ stun 7s SA the scriber will be perma interrupted.. the effects in Oly will be the same where those who have will dominate those who do not have with close to no chance winning - only if both have such the match becomes balanced.

Yidao might be able to confirm it, but i do think we getting more complete update then JP/TW. In fact you can see for yourself that you getting more then the usual stuff as some of the stuff included on the earlier patch notes are quite recent considering the usual delay.
About the 7signs issue, i kept an eye on the topic and, from what i could understand, most of the bad rep in korea came from the many bugs it included when launched. I'm sure if we will get i here most of this bugs (if not all) will be fixed. (I do believe they already fixed in Korea too, they simply lazy and didn't post it on any patch notes)
That said, i agree that they might unbalance even more the game, but nothing we can do about it.
