Always a lot of stuff missing in preliminary notes.
Either a few days before or the day of the update. Most of the patch note information was posted in the preliminary patch notes. I will touch up on the faction system and fishing changes a bit more in the final notes.

To support the development of characters of level 100 and above added hunting area Spatial Rift. Spatial Rift can be entered at Rune.
The Spatial Rift players can enter at 95th level and above.
Added 2 quests for this zone.

Level: 100+

Daily quest-operation to address "to capture the plan in 100 days", created to support the development of the character, you can go up to 100 times.
At 100th time, you can get an additional reward for the quest "Marshall among the measurements."

Normal daily conversations in clan or party chat, that starts with 'how are you doing' then I want exalted buff.
- In Korea the Seven Signs SAs were not a permanent addition to the game but an event, so you would not find them in the patchnotes.
- Unlike with the Brooches, the 7s SAs event was never repeated in Korea. It is possible that because of the extremely negative feedback in Korea ("this is the most evil event ever (http://boards.rochand.com/viewtopic.php?f=52&t=1514&start=70#p31999)") the developers came to the conclusion that this feature was not such a good idea and decided to not include it in the export version.
- In Korea there was a kind of "safety mechanism" that limited the maximum expenditure to 2400 US dollars (http://boards.rochand.com/viewtopic.php?f=52&t=1514&start=60#p31984) per account. But since the Seven Signs Soul Crystals (http://lineage2.power.plaync.com/wiki/%EB%A6%B4%EB%A6%AC%EC%8A%A4+%EC%A7%91%ED%98%BC%EC% 84%9D%285%EB%8B%A8%EA%B3%84%29) are tradeable (they just can't be put in player shops or the Auction House), this limit can be (and obviously has been) circumvented by moving them for example from the main account to a buffer account for further upgrading. I somehow can't imagine NCWest passing up on such a nice opportunity to milk many thousand dollars out of one single player.
- Russia and Europe have a different business model than NCWest. With their Premium Accounts they are not as much dependent on generating revenue out of the L2Store as Juji. It is possible that Russia and Europe have decided that the negative aspects of an irresistible, automatically triggering stun are in the long run more detrimental to their revenue than the money they can earn with those SAs. I think they also don't have the Topaz in Russia and Europe?
