We already have a chat filter built into this game. It converts words, usually associated with malicious racial or other negative connotations out, into a string of three asterisks "***".
This filter is under utilized.
Having a GM go through and randomly monitor the server for the various adverts used by RMT sellers and add the entire string to the excluded filter would go a long way to helping reduce this spam. This does require periodic updating as these foul beasts update their advertisements to new strings that would escape the filters.
Second I would propose that when an account uses one of these LONGER strings so added to the chat filters that it auto ban the account. People using SHORTER strings, like cuss words, would be left along with the "***" chat.
This should include mail sent to players and whispers.

The first thing I see wrong with this is you think NCSoft actually cares, which is entirely not true.
Second, getting a GM to do anything in this game is like pulling teeth. If at the end of the day it doesn't directly affect their paychecks, they aren't going to care.
And finally third. The chat filer is utilized, for instance WWW. and .COM are blocked on server, but W W W. and .C O M are not. There are a million different ways to get around chat filters. Hell you can even IP ban, MAC address ban, HWID ban every single one of them and it will only take them 3-4 minutes tops to get around. Spammers, RMT, Bots are going to be around till they finally pull the plug on the server, and hell, they will probably find a way to get around that too. :p
You miss the point. It doesn't matter if "www" is and "w w w" isn't blocked. Idea is a GM logs into a server on a random toon not flagged as a GM. They are incognito. This toon sees the chat spam and has chat recorded to a log. They copy and paste the ENTIRE advertisement phrase to the filter and toggle it so when that express phrase is seen, it bans the account in question.
YES, the RMT slime will notice and find new messages. This is why the GM will have to periodically check back and update the filter with the new advertisements.
I KNOW NC Soft doesn't give a crap. I have been playing this game off and on since OPEN BETA. They NEVER gave a crap and never will.
Mostly it is just an idea on how to police an MMO and be a good steward of a game in the future should I ever try to make my own MMO.
That said, if something we (the community) proposes should one day stick? Why not keep offering suggestions? After all, one day pigs just might fly. :P
You know what`s funny? Place the RMT auto spamming toons in Block list and after several months you will see legit names poping up :)

To curb RMT spam - active GM needs to clean the spammers and all sitting shops with some RMT webpages as not a single player should see such things in 2016 oficial servers.
It's ridiculous to see all these people complaining about spam bots in towns, pve bots in low lvl locations etc etc while their own clans are filled with addicted adena buyers who are in fact responsible for all that mess. And I'm pretty sure some of those complainers did purchase adena from RMT sites, which makes them ultimate hipocrites.
Also, it's always amusing to see how overgeared noobs suddenly become shy when asked how they obtained their gear, apparently all of them just legally purchased insane amounts of NCoins, nothing else. Gimme a break!
Stop blaming NCsoft for your own addiction to cheating! Once you stop buying adena from bots the bots will be gone. They are not farming and spamming all days long just for the fun of it, they are doing it just because you, yes, YOU morons keep sponsoring them!
And then you have the nerve to demand from NCsoft to "stop those pesky bots, or else!"

I'd like to emphasize this again: stop embracing the adena buyers, don't invite them in your clans, don't party with them, make them look like pariahs, let them herd in cesspool clans that everyone would hate and despise.

Get it through your skulls: the bots/RMT spammers exist because they have a huge customer base among the so-called "real players", not because GMs never ban them (they do ban them but the bots just keep coming back faster).
Should NCsoft have banned all those"new players" sporting red/purple weapons and +8 armors (or at least delete all their gear) the servers would become a much cleaner place to play. But, as long as it is not happening, you could rise against the RMT supporters at least.
Btw would you tell me honestly, when was the last time you saw an overgeared player getting rejected by a clan/CP?
