I will just list and show examples of things i have experienced in other games that would totally improve this game.
About:
1- Chat window/options:
-Possibility to edit Chat Colour. I.E. Change clan chat from dark blue to pink, facilitating the users readable experience.
-Adding "LinkShell". A private chat window much like a clan chat but with the leader of the linkshell being the one able to invite people. I.E. A group of RL friends in different clans being able to chat together. http://ffxiv.gamerescape.com/wiki/Linkshell
2-Shop:
-Adding Offline shops. I.E. Opening a shop, checking the offline box option, exiting the game and the shop would run for a maximum ammount of time, say 6h, 12h and for a maximum of 3 accounts per IP.
3-HUD Layout
-Adding more SkillBars, verticals for example, where you can place your star targeting actions and other less important stuff (it would help me tons).
4-Icon size
-Having the possibility to increase the size of the opponents buff list. As it is now, there's no way to quickly react to what others are doing.
5-L2Store
The p2w events are just disgraceful. There's no logic in being able to buy items for real money, much less for a limited time only. Obisidian, diamond, rubys, they are all so expensive plus the brooch, like the cherry on top of the cake. Make them obtainable in-game from farm/grind.
Like in other games, people are interested in buying appearances and collectables (INGAME: agathions, nostalgic items, REALLIFE: plushies, pillows, cosplay dresses, wallpaints...). Make those your primarily income and server's health will reestablish.
6- Plan things ahead. Like events. Announce them in-game and out for future events.
7- NCWEST has said they can't run ads in europe. Why don't you combine forces with other Lineage2 companies?
8- Be transparent about number of active people, newcomers and most important GM activity, number of hours a day/week/month/year they spend in game.
9- Ban Gainak bots

10-Ban scammers and shop scammers
-"Zarraza" on naia.
-"ihealrama" on Naia has a scam-shop online for ages now, possibly scammed billions and no1 gives a crap.
11- Auction house.
-Add a buttom where you can check the prices of the item you want to sell without having to manually write it.
-Add a 10 favorite item list, for faster price checking.
