The Fancy Fishing Rod is permanent, I know this. But when the Heine fishing event ends, will I be able to use this rod for faction quest fishing and will it keep the "5X faster than normal fishing" quality?
Yes. The reason your not getting the quest items isn't the rod, its the bait. If you use the fancy rod with standard bait, you'll get the quest to work as normal, you can try it now with the 1 day rod and normal bait, not event bait.
Anyone know if the permanent Fancy Fishing Rod is tradeable?It is tradable and can be used with regular bait (not same XP rate as Heine Bait) to complete the Fishing Guild quests quickly.

There are no rich players around, or maybe just 1 or 2.The rest of the big spenders are loaning or straight idiots spending most of their income on ncoins.I actually know for a fact few top players that put mortgage on their houses to get a loan to spend on the game. No rich person would bother playing 13yo game, let alone spending on it, on top of that be it much, since most of those rich ppl know well that getting rich is not done by spending, but by saving from everything possible.

This is and isn't true. If someone's goal is to get rich, then yes, they won't spend money on anything, but to get richer.
If someone is rich just because they've got lucky and won a lottery or inherited a fortune, then they are just plain people having money to spend on things they enjoy the most. It doesn't matter the game is 13y old, it still brings joy to their lives and that's what matters. Spending is fine as far as it doesn't affect normal life too much.

This is just plain stupid. L2 is not a game where you can win $5M first prize. Anyone loaning big money to spend on it is a psycho and should seek medical attention asap. Also, you should do everything you can to stop them. You're a bad person if you don't. :p
