so i tried to oe some armour parts, 76 BEAR and max i got is +4.
can't be so unlucky, they reduced oe on pourpose
No offence but 76 bear to get you to +4 is way to low by any standards even if you would have luck 20. Hint: you basically should be using GEAR after +2. Just a friendly reminder.
Hmm.....I haven't logged in since my Numerous annoying DCs since Wednesday and haven't played the event or done anything yet.
I was planning on making some +10 sets but this throws me off...Should I go for it or should I wait till the event is over??? Will enchant rate get better after the event???

I knew something was up when JuJI emphasized the phrase "Alien buff is BACK!" Still...I was kinda hoping things stayed the same.

I haven't played Lineage2 for 3 days, and for some reason, I found myself keep fantasizing about playing WOW. I even had a dream of doing Alterac Valley and visions of Vurtne's PvP Frost mage reruns...
I am starting to think...for the money I spend each month, I can get myself a top of the line Brand New Computer and just pay $30 a month subscription to play WOW. They even have an expansion now and new contents which I haven't explored yet.
Let me offer my own analysis regarding this topic. I have done a great deal of enchanting over the years so I would consider myself "experienced"; take it or leave it as you will.
First let me say a few things on LUC. When this stat was introduced in a previous update the Official L2 Euro Devs (CORE) ran some test on it. While I can't remember all of the numbers, I do remember that they used huge sample sizes for their tests (1k+) to determine the effects of LUC. Using a base LUC of 35 they determined that the skill (Lady Luck Shines On You...) would proc roughly 4.5% of the time. They then added 25 more lUC, bringing the total to 60 and re-ran the same test. With 60 LUC the proc rate rose to roughly 6% (could have been 6.1 or 6.2 I forget). Some people are saying they have 70+ LUC and still failing a lot. Well, based on the Inn0va test as well all the crafting I have done with 69 LUC I feel pretty safe in saying that having 70+ LUC still doesn't equal 10% chance to proc.
OK, now lets talk about armor success rate. Inn0va also did a test on this (they do great experiments BTW) AND so did Juji. I'm not going to dig deep into the forums to bring up the numbers but off the top of my head I believe they are as follows:
I feel pretty confident about my memory on this because Juji posted these numbers during the first Elemental shirt event following a massive player outcry. He then confirmed in a later post that Shirt Rates = Armor Rates.
Now about the Maphr shirt. The description says that a +7/+8 shirt increases success rate by 10% and +9/+10 increases it by 15%. I have a +7 Maphr and this description is misleading. From my experience it DOES NOT add a flat 10/15% to your enchant success rate. I believe it adds 10/15% to your existing success rate. So for example, lets say you are going from +3 - +4, your base success rate would be 48%, with shirt it would be 52.8% (48*1.1=52.8). That is ok but it gives diminishing returns as you get higher in enchants. Lets say you are going from +5 - +6; base is 25%, with shirt it becomes 27.5% (25*1.1=27.5). Still every little bit helps.
Moving on. Lucky Stones and Save Cards. Unlike the Maphr shirt, I am convinced that these items DO ADD a flat rate to item enchant success rate. So for example, if you are enchanting an armor piece from +5 - +6 AND using a High Grade Lucky Enchant Stone your success rate will be 55% (25+30=55).
And finally, the Alien Buff. I have no idea what the % increase is but I suspect it is reasonably high AND I suspect it functions in the same as Lucky Stones (adding fixed amount to success rate). One last point about this buff (and this is important), based on my interpretation of the description AND my own experiences I am pretty confident you only get the bonus if you are using SAVE CARDS. Otherwise, it's worthless for enchanting. Why do I believe this? Well during the last few days I have gotten all three of my primary weapons from +12 to +14 using Purple cards. It took me 11 Purple Cards to get a total of +6 between the three weapons. The cards only give 20%. My interpretation is that the buff greatly increases their effectiveness.
In summary, it's not surprising the OP (and others) have experienced multiple failures enchanting.
