He means that you don't need to actually do the whole quest. You can get the quest item from CoC NPC.

Its called "Play" a game, where you have a rol, thats why this is a Rol game MMORPG, thats why people do this kind of quests, the problem is that the base of players who used to do this quest dont play anymore, instead, there are a lot of "Why ppl always choose the hardest way to do things in L2" because of that, developers dont even care about fixing this kind of things and thats why this game is dying and thats why this game will die. Because of stupid people who dont want to play.
