Buy as many jewels as you can, pray and cry while trying to compound them! ;)

I have an almost complete level 4 Gem Set (8 lv4's, the rest lv3's) and from my own experience it takes 40-60 to make a lv4. Never tried to make a lv5 (probably never will). Obviously you will have people who say they have made a lv4 in less than 40 or, that it took more than 60 but, from my own experience and from speaking with friends/clannies this seems to be a pretty good estimation.
