if not for him provoking other ppl the hero and world chat would be quiet, but he provokes them nonstop so others also join and then its chain reaction, everyone starts flame.

Use the block function ingame.If he gets enough blocks, he'll get lengthy chat ban.It can be annoying at times, but in reality there are no rules broken, even if you type whole day in hero chat.
