Anniversary is at 28th March, actually way before that but Closed & Open Beta are not included so the L2 NCWest Anniversary event should be in April meaning the update should be really in mid March..
Japan already got the update and Innova will have it in the first week of March so there that too..
Pushing out the Anniversary event cause of late roll out of this update is just bad imo and no offense but Red Libra shouldn't impact the update and the Passion Treasure chests stuff is just an L2Store promotion that can be done any time on any update/patch.

why not make a 4 man party and go Dim Warp and farm the raid boss at 35th floor which has a high chance to drop it ? only takes ~2hrs to get there per run :)

Is it possible on red libra event to have the option to change main class to another class as it is with the dualclass option?
Not possible to change Main class with libra . Only option to change main class is with chaos essence with l2store and its only withing your class type.
If you are healer your main no matter what, will always stay healer. So )
