There are many items in Lineage2, they all add nice bonus to a character.
However, some of them are cheap and really good for the price while some others are just ridiculously expensive for that little extra.
I wanna list a few and see what others think.
Cost effective items.
1. Octavis warrior ring: 1B, for the mere price of 1B, it's an amazing PvE ring.
Boost of attack speed, + 15 Critical damage! What more can you ask?
2. Istina Wizard ring: 1B, same thing. Only 1 B and it has 15% magic critical damage.
3. Longing: +2 all stats +++ some other nice bonus! for around 7B now
4. LvL3 Diamond: Cheap to make and yet it dramatically increases the character's survivability
5. Abundance LvL 1: only 7B and it makes you tanky with some nice skill, Power of Abundance 10% damage increase, 10 minute CD
6. Monkey's Belt: +7% Damage/ -5% damage reduction for only 7B!
7. Blessed Seraph +8 set: If you are not going bloody or dark, then this can be your end game gear for you. It's cheaper than +8 eternal set but just as good! only 12B-14B. If you got Dia 3 + Abundance LvL1, then you are not gonna get 1 shot anywhere you go if your level is high enough.
8. Kelbim & Tauti normal: they are so cheap now and they do the damage of 10 Amaranthine R99 2SA. or +8 Blessed R99 2SA. Just putting the 2nd SA option on R99 weapon costs 5B-6B, so you get the picture.
9. +12 Bloody Weapon: Oh yeah it's expensive and I used to think that all Bloody weapons were over-rated and over-priced...until I started using one...and I can tell you ... +12 Bloody weapon is really worth every adena spent. It's that good.
10. Ruby LvL 3 & LvL 4: I used to think that 7.5% of LvL 3 and 12% of LvL 4 applies only to soul shot damage, that's what it says on the description; but it turns out that they actually boost the overall damage. So 10k damage becomes 11.2k damage with Ruby 4. Well, Ruby 5 should be better but although it's good, just too expensive for most souls, so I didn't include it here. LvL5 Ruby = 150B as it is now. At that price, it's enough to buy ALL THE OTHER STUFF.
Not so Cost Effective:
1. COC Belt: it's 1% more damage than monkey's belt and 4% more defense but the price is like 5-6 monkey's belt...LOL
2. Insanity: other than the cool visual effect and being little extra better than Longing it's 5-6 x Longing price.
3. +10 Bloody Set: for PvE, +8 set Bloody should be good enough and for the price of 1 x +10 Bloody set, you can get 2 x +8 Bloody set.
4. 6 slot Brooch: 440 x Jewel Power(100m each) = 44B for 1 x extra slot...BIG LOL
if u dont have anything to farm beside instances and normal mobs only x billion is ALOT top of that just to blow it right away.
pve weapon is not worth it at all, had +12 pve bow and +15 pvp bow the difference was so amazing that i never used the pve one.
the end of the day nothing is effective in l2 beside blowing your real life adena's or simply not giving a **** about your surrounding players and play the game as a rpg and never party up.

Perhaps, I should've mentioned the above list is not for everyone but something like for the upper-middle-class L2 players or the veterans who've played the game for many years. Yeah it's hard for new players who don't have 99+ characters to have that kind of adena. True.
And you are comparing +15 dark bow to +12 Bloody bow? Hmm...Does this mean if I have +15 Bloody bow then it does more damage than +12 Dark bow in PvP too? Actually I have both +12 Bloody Bow 70 attribute attack Aug 2SA and +12 Dark bow +15% skill critical damage Aug 2SA on my 103 Yul GS. When I do Kama duo with my 101 Pom iss, with +12 Bloody bow takes under 25 minutes and with +12 Dark bow(better Aug) takes 35 minutes.
So 10 minute difference between +12 Bloody and +12 dark bow for my 103 Yul GS Kama Duo run.
I don't prefer Boxing btw. I'd like to party and play with other people, too.
But most days of the week, I have Real Life Responsibilities that I got only 2 hrs to play, sleep for 6 hrs then go to work. I tried CP for about 2 months but the lack of sleep caused by it was bit too much for my system that I had to leave the CP. Also my hrs are very random. So I chose Kama x 2 Box run a day, instead of AF x 2, Kama x 2 with a CP...Exp-wise CP is a lot better but I just can't.

He's right. None of that is cost-effective, as it assumes the player you're targeting this at is an eBayer. Trading USD (of worth) for Adena (worthless) is not cost effective. Doing it in an old game with server and player base malaise is even less cost effective, and quite idiotic (IMO).
Secondly, I think you're completely wrong in how you're viewing these things in isolation. Generally, an isolated +15% Crit Damage increase isn't all that great. The power of these items is in their combined, stacking effect.
Yes, when you add 3-5 Crit Damage Bonuses, on top of PvP/PvE Damage Increases, on top of Ruby with an OE'd weapon with high SS/BSPS Bonus damage you're going to see great returns. However, all of that is not cost effective at all and it certainly isn't cheap.
The returns end-gamers are seeing is because they have a lot of those items, not just a few "cost effective" items.
If you're going to gear for end-game, you have to go all the way. It's going to require real money investment for the vast majority of the players, so it isn't worth it to start unless you are going to finish it off.
It's like buying a house. Yes, it's expensive, but you don't buy just half the house, or pick a few cost-effective rooms to build. You deal with it and buy the entire thing, because it makes sense and the benefit you get from it is worth the cost.
That being said, I'm not sure the benefit one gets from gearing up a toon in this game is worth the cost it will incur to most players who choose to do it.

You're all over the place here with your 'Cost Effective' choices. Also, there are way too many variables. Sure, one can come up with a general build for all classes that get the most out of the least amount possible, but your breakdown is not really good, nor is it all that cost effective.
IE. For the cost of an Abundance Lv. 1, Octavis and Istina ring, I can have a Baium Soul/AQ Combo and an Abundance Outlaw and still have a few bil leftover... Drop the Baium to a ring of Creation and even more savings. Tiat/Ekimus/Lydia belts are a better deal then Monkey, etc.
