mate you not clearly read it, you still can play, only if you try to reg or make new toon, you will get blocked.

But in this page it states:
You will not be able to login or create an account if you reside in one of the following countries

So it says you cannot login either, not just created new character....

when this list was added, 1 gm was said only account reg and toon creation banned for those country, log in still allowed, sadly cant find the post.

you can log in from these countries or atliest Russia because there are so many Russian players and most of them live in Russia. also had clan member from Ukraine (and he lived there) this proves that other options are also available unless they all play with ip location changing programs
