What did you expect to drop from Baylor exactly?
When you do your Baylor, click on the RB and read the Description on the RB. What does it say? It probably says something like " LvL99 Raid Boss, if the player's level is 3 or more level higher than the RB, the drop chance is lowered."
Most DDs doing baylor nowadays, a lot of them are 100+. If the top DD's level is 102+ then yeah drop gets nerfed a lot. Most people just want to level so they don't mind, but if you want to do Baylor just for drops then Make room 97-101 restriction. I can guarantee you, you will see some drops. If the top DD has the Drop rune, then you will see R99 eternal CraftBox.

Except Baylor is not a raidboss. It never actually had that decent drops, mostly EP even with drop runes. And when EP was removed from drop tables, that left things as they are now.
