Dagger hide/counter evasive cooldown was ninja nerfed on the maintenance. No more chaining hide unless it crits. Evasive is something like 2.5x longer cooldown as well. I won't say its a bad thing, but its undocumented in the notes.
Any other ninja nerfs we should know about Neutron?

I wouldn't call it a nerf. Hide was changed so it once again is affected by cooldown reduction effects ( was changed to 1 min flat in Grand Crusade ) . So, you could actually get even lower cooldown on hide than before, by stacking cooldown effects.
As a dagger player I must say dagger is one of the most nerfed chars ever period. I saw some guy complaining about his wynn but this is nothing. Me playing on a dagger I feel like every skill was nerfed somehow. The most important skill which gives dagger immunity to skills - angel of death (this is like the ultimate defense to a tank) right now gives only few times debuff resist which make the dagger absolutely useless for pvp making the players re roll on some other class and I just play more on my dual yull since it is so bad. I am not even going to talk about the rest of the dagger skills being nerfed and making the class complete carpet when it comes down to pvp.
Dagger damage actually got Boosted, its actually why we see morr of them pvping, they just got angel of death evasion removed but skill power increase is good , EndGame Talking Daggers are still good enough.
We looked into this by inquiring with the Dev Team, and it's true that the reuse delay time for the Shadowhide skill is now 120 seconds, up from 80 seconds. The intended time is 120 seconds and that's why the correction was made on September 20; however, we always prefer to document these types of changes so players are aware and apologize that this one went live unannounced.
We'll try to ensure that changes like this don't slip through the cracks going forward.

Yeah, your sorry... we know. Just like you are every single time. You are a broken record. If I had more time, I could put a compilation together of all the times you post "sorry". Its almost weekly now.

Do more, try harder. I don't like to come across as a ****, but you aren't on my good side right now anyways with your recent actions and treatment of the community. If I were your employer I would have let you go by now. You negatively effect business the way you treat customers, on top of just not doing as good a job as I feel someone else could.
If an update comes through, maybe just take a peek at it, pop over here and let us know. BETTER YET, DON'T EVEN RUN IT UNTIL AT LEAST 24 HOURS AFTER THAT POST!
Is it really to much to ask to get a heads up? Would it not make these PR issues far less substantial to just do your job and engage the community? Are you not a "Community Manager"? Please try, for a bit, to lead from the front, not behind, it will work better I promise.
@NCdevs - GJ nerfing the hide that can't be used 100% of the time always.(dumb dumb dumb dumb dumb)
Rogues never had guaranteed perma hide. There is a chance to connect two Hides in a row if you have enough skill cooldown reduction, high enough hide enchant on time and skill mastery triggers when you use it.
That's been the case for a long time and still is.

This is objectively true, but let me try to rephrase it in a less offensive way:
Conguero, don't you have some tool like the "File Check" on the launcher where you can see in which places the server files you were sent from Korea were changed? Even if those files are encrypted, the file name should give you a rough idea what it's about, and if you run into something that seems not to be mentioned in the accompanying notes, get back to the developers and ask. You get the files on Monday, while the maintenance is on Wednesday; even taking into consideration the time difference between California and Korea, this should be enough to avoid nasty surprises.
And Chucksteak is right, these days you are only reacting after something has happened. Try to be more positive and proactive. You could for example add these lines to your next maintenace notice:
In our ongoing effort to combat inflation we have during the last week deleted 2578 accounts that were related to the bots infesting all lvl 85~101 hunting grounds since we had to adjust the fishing item exchange rate.

These aren't things I oversee or determine on my own in a vacuum. While this isn't the only NCSOFT game I support—I have to split my Community Management time between games as effectively and strategically as possible—I fully admit that our communication with the L2 playerbase needs to improve. That said, a big step toward improving external communication is improving internal communication. That's what I've been pushing for in meetings and email exchanges with our Production, QA, CS, Release Management, and HQ Dev teams.
I flat out do not have the time or access to the necessary tools to scan game files every time we push an update—that's not a part of what my job entails. There's a reason we, as the NCWest Publishing group, have different teams each with differing responsibilities and areas of expertise. It's through working together that we accomplish our goals, and keep players informed and (hopefully) enjoying their time spent playing our games or keeping engaged with the rest of the community, on our forums and elsewhere.
I understand that I'm going to take a lot of the heat because I'm the messenger here. I'm okay with that. Believe it or not, I've been in the business of Community Management for AAA video game companies for almost 13 years now. In that time I've made thousands of forum posts as an official company spokesperson. I've angered a lot of people and been labeled virtually every derogatory name on Urban Dictionary. But I've also helped a lot of people and built countless professional relationships with mutual respect along the way.
I'm just sharing some perspective about corporate realities that players aren't privy to, nor do you need to be. You just want things to work as advertised, effective communication from the us about issues and updates, and so on. That's totally fair.
Just know that I'm doing what I can to work and advocate for players here, not against them. Sometimes I'm more successful than others, but I'm hardly ready to give up and stop identifying ways in which I can improve what I do.

If you have been involved in customer facing positions for that long, I'm sure you realize that, "It's not my job", and "I've just been really busy" are probably two of the most reviled answers you can ever give a customer.
As such, the communication between NCwest and the players is only one of the really poor aspects here.
Of equal, sometimes greater, concern is the communication between your offices and Korea.
In my job, as an example, if I released a patch that had major unexpected changes in it, I'd get roasted alive, and that would be carried down the line to the vendor that provided the software if it was something they explicitly failed to mention.
So when changes come to us here, with all these hidden adjustments (sometimes pretty major), that should not be allowed.
There needs to be a way to validate that the change impacts something more than is noted.
And if it DOES change more than you have been notified of.
If identified before maintenance or before maint is over. The server stays at the previous patch level and the change is either properly communicated or the patch you have been supplied is replaced with one that has only the changes that were communicated.
If these changes are not found before the servers go live with it. Then either ALL changes are listed in the next week maintenance along or the unexpected changes are removed in another patch. Both options should come with compensation for the trouble (no more angel cat... please, it's useless).
So when changes come to us here, with all these hidden adjustments (sometimes pretty major), that should not be allowed.
I appreciate your idealism, Asynja. Replying back to the Dev Team to tell them to revert the Shadowhide timer change so that we can properly warn players, and then request for them to change it back again only once we feel players are sufficiently warned, simply isn't feasible.
There's no context in which, "we won't allow this," is a viable communication strategy with the developers for this situation. They're responsible for defining gameplay and a host of other things for several different versions of Lineage II being operated in different regions around the world by different publishers. With a game this big, so many people working on it in offices that span the globe, and so many different moving pieces, there are times that undocumented changes are going to slip into the game.
It's our responsibility, then, to assess the situation and determine the impact a particular change has, in order to consider a course of action to ensure that players are informed and, if necessary, compensated for any significant loss caused directly by the stealth change. We, of course, also reach out to the Dev Team to let them know that we all need to do everything we can to prevent changes to the game like this from happening without appropriate foresight.
In both cases of recent changes made without proper warning to players, or lack of additional adjustments considered or included to account for any negative side effects caused by these changes, we had a thorough discussion with the developers about the resulting issues. The discussion regarding potential quality-of-life adjustments we can make for players is ongoing as well.
The impact of the Shadowhide timer change specifically was honestly quite low, though of course it presented another opportunity for us to internally discuss how best to prevent changes being made to the game without proper documentation. That said, we're not going to revert the change just because it wasn't properly communicated, nor does it have a level of severity that would warrant consideration of some form of compensation.
I get that players on the forums are extra sensitive to issues like this one right now, given the recent fishing exchange rate controversy, but that's not what this thread is about and I'd caution anyone from conflating these separate situations. Yes, undocumented changes in any form shouldn't happen, regardless of their impact. No, not all undocumented changes need the same degree of attention, considered resolutions, or reactive compensation.
If you have been involved in customer facing positions for that long, I'm sure you realize that, "It's not my job", and "I've just been really busy" are probably two of the most reviled answers you can ever give a customer.
I have. Another reviled answer I've discovered is when I remind customers that I'm not operating in an official Customer Support role, but it's absolutely true. I moderate, control, and operate these forums, manage our web/social content and public-facing communications, report on player feedback and sentiment to internal stakeholders, and advise Production and Dev Teams on potential reasonable quality-of-life improvements that might satisfy players.
I'm servicing customers in the form of advocating for the interests they express on official public Lineage II channels, but I'm not here to assist you with your needs or resolve issues you're experiencing on an individual basis.
Simply put, I'm not always going to say what the customer wants to hear or concede that they're always right. But I'll always try to be honest and up front about that, and everything else I say and do as a function of my role as Community Manager.
I never suggested changing the shadow hide back, then communicating the change, then re-applying.
In a case like this, the damage was done. So either the change was legitimately intentional at this time (in which case, list it and the reasons), and it stays along with an apology.
Or it was a change that they didn't mean/anticipate, or they just decided to do ahead of the next big update we get for no real reason.
In which case, back it out for good or until when it was legitimately supposed to be implemented.
I'm also part of a large multi national company. I have to deal with groups and users from all over North America, Europe, AU, and a smattering of people all over the rest of the world. Many of these have their own support, ways of doing things, and processes... trust me I get the complexity and difficulty.
No one is asking for miracles here. But it should not be too much to ask that when they send you an update with a change log that the changes in it are routinely accurate, as opposed to what we have now, where there are undocumented changes on an unacceptably frequent basis.
This shadow hide may not have impacted that many people in your opinion. But that doesn't really matter. It's simply a trend... one of many that people are frustrated with.
This may not be the only game you support, but that isn't our fault. We don't run it, we are not the ones responsible for the (lack of) advertisement and effort to bring in new players. We are not the ones responsible for creating content in the NCstore that is ever further pulling away a new players capability of making any kind of impact in the game.
L2 is an old game sure, but so is WoW, and while both are certainly no longer in their golden age, WoW has also done significantly better. People love this game, they want to see it treated better, and not whipped like an abused mule until it's dead on the ground.
These aren't things I oversee or determine on my own in a vacuum. I know that you are the Community Manager and not the QA Department. I was using the word "you" in a general sense, as in "you, NCWest" :)
You, Conguero, having to split your Community Management time between several games is extremely unfortunate, because that means you can only post general things and moderate posts according to common courtesy resp. political correctness guidelines, but you are not really familiar with the issues we are discussing here. It has been suggested before, but it would be a really good idea if you made a character and played it for maybe half an hour per day. It's totally free and it will give you at least a little insight, enable you to identify the acronyms for classes and hunting grounds etc. Trust me, it will make a whole world of a difference.
Talking about difference, I can't help the impression that you are not fully aware of the cultural differences you are dealing with in your job. Conguero, in the moment you step through the door on 1 Polaris Way you are leaving the American sector and entering a different world. It will help you to understand that world better if you study the South Korean conscription system: https://en.wikipedia.org/wiki/Conscription_in_South_Korea
What is explained in that Wikipedia article means in a Lineage 2 context that most of the - predominantly male - developers have done military service. Standing on guard in a rather unbalmy climate, going on patrol along a demarcation line where those pesky Northerners always throw anti-personnel mines over the fence means that South Korea has a rather masculine society. (If you have not done military service yourself, you might not understand this; just trust me on this).
And in a highly militarized, masculine society like South Korea, saying things like "I'm just the messenger here", asking the developers to please keep you informed about ninja patches just won't do. A true man is expected to deal with problems himself.
I am fully aware that NCsoft is a totalitarian regime, hierarchically organized, with things being passed on down from the top and the guys at the bottom of the pile being expected to say "thank you" and be quiet. But like in all totalitarian regimes, there is leeway for quiet disobedience and sabotage. Even if your QA Department is heavily understaffed, send them an e-mail with a link to this post. Running a simple file check, or even just looking at the date the files were last changed, and letting the developers know that you are checking up on them will do wonders for the respect they have for you. Juji instinctively realized this, and his Laboratory experiments (http://boards.lineage2.com/forumdisplay.php?f=263) are one of the major reasons why he is now Lead Producer.

Yah m8 "He will do as u offerred".
Why has the Zaken forum section not been archived yet and moved to "Archived Forums" section ?
I has to login say something. I dont know how busy GMs and Assistants of NcWest but as a player looking in forum and ingame announcements have a lot to-do list havent done or completely forgot. Everything seem slowdown/delay since Neutron's age begin.
My 2 cents

Well, they managed to remove Zaken from server transfer comboboxes. That's a start.
what is the logic to nerf daggers hide when ertheya have perma hide in oly? u rly want to make this game completly stupid ?
You think this game is not "completly" stupid ?
In fps games is rly hard to make 1 hit kill.
Here we got 1 hit party kill lol.

If it isn't YOUR job to check a patch, fine, but it absolutely needs to be SOMEONES job. Surely NC west understands what a bad practice it is to just blindly push patches?! Currently it is through teamwork, or perhaps a lack there of, that your goals are not currently being met.
Believe it or not, I've been in the business of Community Management for AAA video game companies for almost 13 years now.
I hope you know and appreciate how much we all WANT L2 to be a "AAA" game again. It hasn't been for quite sometime.
I'm just sharing some perspective about corporate realities that players aren't privy to, nor do you need to be. You just want things to work as advertised, effective communication from the us about issues and updates, and so on. That's totally fair.
+1
In absence of things working as advertised (fancy rods), and communication (unannounced changes, rods, hide timer ect.) we'd love to get weekly updates on wtf is going on over there in NC corporate. Anything is better than nothing.

This is what I was talking about. If you (NCwest) "flat out do not have the time or access to the necessary tools" how can you do what you say is your responsibility to do? You can't! Logically, if you can't do what you should do, then you can do what you shouldn't do. This is only backwards for NC west, let me explain. "We won't allow this" isn't a communication strategy, its an ACTION strategy. If you cannot do your (NC west's) responsibility as you stated it (you personally in this case), then under no circumstance should you proceed as the job is not done.
The ultimate mistake is not them forgetting to include patch notes, its you for implementing them or refusing to roll back the implementation of them. This is what any good business does. (Even in Korea Yidao, see samsung note 7 debacle.)
I mean, I guess if you have no autonomy, and are an easily replaceable resource, then you shouldn't make waves as you need to feed you and yours. However I think, as you stated, you are a super experienced and valued commodity to your company and if not you, then someone there has the stones to start making better choices. NCwest is a name that implicates you are separate from NCsoft, as such I have to assume you have the physical ability to do better for your customer base.
I'm servicing customers in the form of advocating for the interests they express on official public Lineage II channels, but I'm not here to assist you with your needs or resolve issues you're experiencing on an individual basis.

I think everyone, or most of us at least, are here for the debate at large and have far more interest in the overall health of L2 than in our individual wants and needs. No one cares about the dagger change in and of itself, it is the continued underachievement of your publicly stated positions and opinions. At least the silver lining is, every time the dev team does anything at all, you have less voices angry with you and your department :/
Thank you for your time, your honesty and your openness on this issue.

You can't really compare the Hide Timer Change or the Fishing Items Exchange Rate Adjustment to the Samsung Note 7 Disaster (https://en.wikipedia.org/wiki/Samsung_Galaxy_Note_7#Battery_faults). The latter was a faulty product, the battery going up in flames being a safety hazard, like an exploding airbag or contaminated food ingredients. If anything you could compare that to the Elemental Shirts Affair (http://boards.rochand.com/viewtopic.php?f=31&t=857&start=10#p12976) of 2012, where NCWest was knowingly selling a faulty product that did not what it was specifically advertised to do (while the Fancy Fishing Rod still works exactly as advertised - it catches 3 times as many fishes as a normal fishing rod) and the Community Manager at the time was with a considerable criminal energy deleting my "detering" posts. After Retribution had reported NCWest to the New York State District Attorney, Laby and others got their NCoins refunded. Compared to the Cryo-Sace regime Neutron and Conguero are model workers :D
I agree about the weekly updates. The Overseas Development Department in Seoul has a tracker where the various territories upload bug reports, on which the developers then work as they deem fit. NCKorea has a list with their own currently known bugs (알려진 문제) as a sticky at the top of their Wednesday patch board: http://lineage2.plaync.com/board/update/list
If Conguero could link the Overseas Bug Tracker in a similar sticky in our News & Announcements section, this would go a long way towards establishing a feeling of transparency :)
funny how in 2013 on Lindvior update bow/xbowcritical damage got nerfed without any note on patch and took 4 years to Juji confirm just before he left, after 4 years of me pointing it out.
same thing still happening. its not juji, its not conguero. its just the ****** company.
too much bla bla bla about 13 years of working in AAA game industry, too much company departments and everyone still not focusing on the only thing that matters: costumer satisfaction.
thast why I left and I'm not missing this game. its not even a shadow of what it was.
@Asynja @Yidao - both of you sounds like you totally missed Conguero's post. I worked in the corporate world for over 20 years and you guys are total noobs in terms of what's "outside" of game environment.
Total F "nincompoop" <-- yes it's actually a word, completely dumb to the reality of the corporate office politics, inter-departmental politics, corporate turf warfare and pressure to hit deadlines even when developers wished they have more time, etc.
@Conguero - I want to personally thank you for being the great communicator that you are and for putting up with idiots like Asynja and Yidao. Please disregard them as we're NOT all like that. There are legitimate, smart and appreciative people that still play. We do exist! Hopefully more of us that appreciate the effort than I am feeling.

Hummm what effort exactly, and what great communication are you referring to ?
Conguero posted exactly 35 times since 1st September, that makes 0,5 posts a day. Not to mention most of his posts didn't even address the problems the community has.
And not to talk about the communicationpocalypse he stirred up about the Fishing-nerf, where Neutron had to jump in for the rescue and give some real reasons/explaintations, when it was already too late...
PS:
If you were ironic in your post, hats up, u got me :D

Is this a joke?
Did this random guy really come in here and point out 2 of the very few individuals who have never flamed anyone or made any snarky post that I have ever seen?
Every one of their posts ever, has been well thought out and more respectful that the situation sometimes deserves.
