You can start L2 now from a brand new account, if you put yourself into it time-wise and you are willing to spend about Usd 250 you can get to level 100+ and enjoy the game.
This will not make you top 5% but it will give you enough to be able to play with others, make friends and have some fun. Set your expectations right and enjoy. If you are feeling social pressure and MUST be top 5% be ready to spend A LOT of money.

I think it's not being that negative, you have to look out the good and bad side of things, when I back playing 1 month ago, I really had fun, got some cool stuffs that I have no idea how I did get, doing the stuffs I couldn't do before (cuz I left), I had fun doing Fortuna, Istina, world bosses, Spicula, CC/Baylor, Tauti, Octavis, Zaken/Freya(not that much, kinda boring) joining a small pve clan with nice ppl and making some friends. I had fun doing all those stuffs, but the time I invested was unnecessarily long, I'm an adult person, I can't spend 5hrs+ in a game that demands much more of your time than that. I came back to enjoy the "original stuff" and mainly killing raid bosses I had tons of fun doing that and I'm okay with that, got my main toon to 99 and it will have some "rest", maybe next year, idk. :rolleyes::)

b) It's a subjective measure, based on your goals and expectations, that it can be either yes or not.
It will cost you anywhere from Usd 250 to Usd 10k+ to get there, but the good thing is you can control this cost. if you are reasonable and don't expect to become hero with a Usd 5 investment then you'll be ok.
The problem when this question is posted is that every time someone makes it, someone else comes and start to argue why it is not possible, but all of these arguments are based on crap.
Examples on how you'd need to spend more than Usd 10k and even then some end gear items are not attainable abound, but the thing is they usually forget that not everyone wants to play the game solely to become a top 1% PvP'er. Mostly they come from people who wanted everything for free
So not paying any mind to those arguments and from my point of view, it is possible and it's potentially very enjoyable to start L2 even if it's an almost 14 year old game and some players have a huge advantage over you.

Reality is that you don't, you need some money but not thousands upon thousands. Everyone can pace themselves to what they want from the game. You want to be hero? spend away; you want to enjoy the game? anywhere between Usd 250 and Usd 3k will be enough for that depending on what you want and can afford.
That is the cold hard reality, but many here can't get their heads around that because their best and brightest idea is that they can play head buts with a ram and all they can think of is: "...I must be top 1%....".

L2 isn't a game for new ppl, its an E-COMMERCE for a existint ppl in game that already play's it since before Goddes and Store appears, they need to improve they pixel dolls with pixel items sold in store, have also those with Visa skill with instant items and level ofc.
If you are neither, feel free to play till 99 and w8 for paulina's expire (if it not expire before 99) and try to make dailys naked (mentee armor is a joke btw us).

If you are content knowning that you will never be a top 20% player without a reasonably big investment, or an obscene time investment (think 16+ hours a day for the next two years, and you MIGHT get top 50%, with a ton of luck) then yes, you can definitely come in, quickly get to 99 in a few months, and mess around doing some dailies, instance raids, and maybe once in a blue moon get party wiped by someone with a ton of gear if you accidentally flag, you can definitely have fun. If you have an innate need or desire like a lot of players to compete at a high level, or at least constantly strive for that, know that the only way to advance beyond the extreme low end content is by sinking a ton of money in, with little/no actual guarantee you'll even get anything from it (The L2 store is like a casino that advertises on the front that even if you win, armed security tries to kill you with ak-47s on the way out with your winnings).
The overwhelming amount of the events are entirely not worth it simply due to the fact that you have a sub-10% chance of receiving anything worthwhile from them, regardless of the money you put in.

At the very least you'll need an AFK macro party to support your character. The key to L2 isn't so much about money. But rather really consistent progress. 30-60 days straight at a relevant leveling ground you'll be within 95% performance with proper investments(not NC coin)

The P/M resist shirts are F-ing amazing in some 1v1 situations. Come to know this. The Maphyr +7 is a must for enchanting, raises base rate form 50% to 60% on R99 armor. Back to the point, the +10 shiny shirt is a broken piece of gear and you will spend over $2000 for a chance to make one, a small chance. Is this worth it? Without it you cannot hope for hero.

Ok, so is it WORTH it to START L2 today, no sadly, NC has ruined it to the point that it is not worth starting today. No other game out there will require anywhere near the amount of USD to progress in a "F2P" game as L2 does. This verdict is in no small way affected by the fact that we are 14 years in here. L2 still is the MMO with the best systems built into it, but these systems have been degraded buy NC so badly that many of them simply no longer function as they should. It is certainly acceptable to spend some disposable income for entertainment, but there should be limits to things, and allowing people to spend thousands upon thousands of USD to gain a competitive edge that cannot be overcome by hard work is just too much RL in my fictional game that should be an escape from RL.
No ones claiming to be able to fix world poverty or w/e with $10,000. However here is what you can do with the left over money after you RMT to be top 1% of any other, and newer, game.
- Down payment on a house
- Buy a car
- get several working ladies
- Weekend in vegas, and less working ladies
- Drug binge
- A Few years of colledge
- Furnature
- You get the idea

I care in terms of the overall in country situation, why should I drag RL issues to my game time?. I was there where you are 20+ years ago, I was in college with a lame *** job that paid me just enough for rent and food. My tuition on a private college was about Usd 5k per semester. I had to take two jobs to pay for part of it and even then I left school with a huge, huge debt. I was lucky that I was a good student and one of my jobs was at the university so they eventually swapped part of the debt for a backlogged partial scholarship.
My situation has changed dramatically since then, I can now afford many things that I could not dream of when in college, if you put your heart and mind into it you can make it, there are opportunities. If you don't want to move out from Brazil it makes no difference, Brazil is a great country and I am sure you can be successful there as well.
