There has not been a developer interview in many years, and the last Letter to the Community (http://lineage2.plaync.com/board/letters/recent) is also dated October 2015, so there is no way to actually confirm this. But what Santiago says about having been a professional fisher who used to venture out onto the high seas aka Gulf Stream where he fought with the largest of fish aka marlin (https://en.wikipedia.org/wiki/Marlin) is indeed reminiscent of "The Old Man and the Sea (https://en.wikipedia.org/wiki/The_Old_Man_and_the_Sea)". Don't forget, in South Korea English is a compulsory subject from the 3rd grade of Primary School on:

All NCsoft developers were forced to read short stories by Hemingway at high school, and you can take it for granted that several of them have at least heard of "The Old Man and the Sea". They were, even if just subconsciously, certainly inspired by the Santiago from the novel :)

This rather heavy curriculum with subjects like Disciplined Life and Moral Education is the reason why South Korea is regularly ranking relatively high up in the Programme for International Student Assessment:

That's Singapore dollars, i.e. about 9 billion US dollars. But spending 9 billion dollars per year on education in what is basically a city state is not bad at all. If New York spent 9 billion dollars per year on the primary schools in Brooklyn etc., the level of literacy on this forum would significantly increase :p

A huge sum of those many billions are spent on tuition grants (https://tgonline.moe.gov.sg/tgis/normal/studentViewTuitionGrantSubsidyInfo.action) (which I'm happy to say I was a recipient of) that anyone may receive so long as he/she successfully enrolls in a tertiary (diploma/undergraduate) programme. Foreigners are not required to reimburse the value of grant, rather an agreement needs to be signed whereby the recipient would be obliged to work in Singapore for a duration of time.

So not only do you get heavily subsidized education (depending on your nationality and relationship your country has with Singapore) you get a job to boot to fund your NCoin frenzy :D.
