I'm calling it now and have been saying it in-game for a month. There will be no PTS.
Think about it- If they're going with a F2P business model, it makes no sense to have a PTS where everyone can play for free before launch. It's a loss of money. They won't sell in-game items during a PTS, and no one will load up on NCoin before it goes live.
The F2P business model is a great form of monetization. Games that were dying switched to it and have since become very active again (LotRO, TF2 (wasn't dying, but sales had dropped off)). Games that started out F2P have been extremely profitable (League of Legends, etc).
Before the decision to go F2P, L2 was basically dead. There were private servers with bigger populations than the live servers. Granted, it's taken nearly a decade for it to die and NC has easily gotten their initial investment back on the game. This is just another way for them to make lots of money, revive the game, and continue supplying content and finish the L2 arc without worrying about stable subscription levels.
It will go straight to launch on Nov. 30 (with MAYBE a small PTS for a few days before then just for players to compile info on quests, class changes, game changes, etc.).
I don't know what to say but Necro_Prince already stated that there will be no PTS this time and I hardly think QQ on forums will change that.
Besides that, F2P is indeed a way of decreasing money waste and increasing income, since many new people will.
Don't know about the reasons for no PTS on F2P model, I still thing we would have PTS on free games (I played another F2P games and they had PTS or like).
But so far, I guess many topics already covered up what you just said. Just saying in anyway...

you are missing the fact that to be able to play on the PTS you need to have active account , so its not everyone , its the ppl that are 85 and think about awakening to different class , but since NC is full of fail and the new CM know only how to delete posts and dont know how the "reply" button work , we are not getting the pts

again if the post/thread isnt fallowing the guide lines then ya it will be locked or deleted there away to say things and there away not to say things. Making a thread/post sounding like a 2yr throwing a fit isnt away to be heard or to prove a point

As many of you have noticed, we have been pretty busy in past weeks and unfortunately we haven’t been able to post any update about the PTS. Due to the release of Truly Free and other technical considerations, we will not have a Goddess of Destruction PTS. We sincerely apologize to all of you who have been waiting an update on this topic, and thank you for your understanding.
Great things are coming to Lineage II, and we hope you are all as excited as we are about the Goddess of Destruction and Truly Free live launch date on November 30!

Do you not see my middle 3 paragraphs? The ones explaining why a PTS isn't a good idea fiscally for NC?
