They only thing that was officialy annouced is that Naia is moving to US wit GoD. Noone said anything about times. But i suppose it will go US cuz of ping issue. But that s only my opinion.
That mean we will have to start playing from beginning if we want to stay with EU servers or we can transfer our account from Naia onto the new EU servers?

EU servers will be managed by Innova, and there will be no transfers between NCSoft and Innova, of course.
Anyway, you can continue to play on Naia, it will be physically moved to US, but time zone will remain unchanged. The "only" difference would be a little bit increased latency (ping).
Q: Will current, former, and new players play together on the same servers?
A: Yes. When Goddess of Destruction launches, current players will remain on their current servers. Additional servers will be added to accommodate the influx of new players and returning former players. After launch, if you decide to resettle your character to another server, you will be able to purchase a character transfer.
But it's only related with new servers that are supposed to be open in US by NCSoft.
my guess would be that they will move server during patch on nov 30, while everyone will be downloading new client with 5 kb/s speed. it will give plenty of time :D
