Yeah I saw that this specific service isn't available. I wanted to transfer my character sooner. But that happend to be on the same time before launch, when they unabled account services. So I was too late.
So I now I'm really hoping and looking foward to this tranfer service from Chronos to Naia.
I don't have any hard facts, but honestly, I'd guess it'll be quite some time. It's going to take a couple months at least for things to settle down. They'll have to evaluate the state of the servers once Innova launches their EU service, and then have to see whether they'll need to merge once again, or if they'll keep all the servers the same and allow transfers.
Just as a guess though, I wouldn't think it'd happen before 2012.

Just like before, I don't have proof, but don't count on it. I can't see Innova agreeing to NCWest also being able to run an EU server. It'll most likely become an NA time zone after awhile.
Of course, it's just my guess, so don't take it to heart though.
