Daily quests that reset Don't reset

I've recently returned to L2. After the ordeal of being hacked and stripped and finding out the sudden change in the game difficulty i was quite pleased to find daily quests.

However for whatever reason these quests sometimes refuse to Make themselves available for absolutely unknown reasons.

In this quiet place: for example the lowest level of the 76-80 dailies Didn't become available to me untill i turned level 77, however a random person I met had this quest and was doing it at level 76.

Open Secret As far as i know is a daily I've finally managed to do it once, even though the place is not only over crowded but has a TERRIBLE spawn rate for how popular it is, Hasn't mde itself available to me to be completed even though it should have reset along with Wonders of Caring quest.

Long story short Quests seem to be glitchy as all hell in the daily department, Or am I overlooking something? Can anyone fill me in on what I am doing wrong?

Yeah me neither, some people are just disappointed by their lack of knowledge, that they 'discover' sarcasm in anything.

Since when is 'long story short', a sarcastic remark?

Sarcasm doesn't work with text, you have to be in a really bad mood or have anger issues to read that as sarcastic.
