NO, it's not about creating the account or char, it's about logging in.
if you haven't logged since 26 March on one of your accounts, then you can receive the pack.
You have to have a pre-existing account that has been logged into the game at least once before March 26. If you have that and you stopped and haven't played since before March 26), you can get the gift if you log into the game at least once between today and June 6, 2012. (I updated the event page to clarify this a bit more.)
If you have been playing recently (from March 26 to now), the account you've been playing on is not eligible.

Mentee Certificates were never intended to be obtainable in bulk by leveling alts to 40. It's likely this loophole will be changed in the future. While it is not against rules to do it, it is not encouraged, and there are no plans currently to "give" or sell Mentee Certificates in the store.

It's never safe to assume. But I can tell you that around that time you'll have more info about Tauti and when it will launch.

The Subclass Change Certificate allows you to switch to a new subclass while keeping your current subclass level (not your main class). You could just choose the regular switch subclass option, but your level is reset back to 40. It is not bugged or broken.

I agree with him.
Originally most of the servers where USA time (this is why i selected the server I am playing atm), then they were moved to euro zone, that makes players in those servers (im in Shilen) increasingly difficult to be motivated to play (if not euro).
NCSoft created an interesting event....one that i cant join in "peak time" so my alternative is to play in those off hours (prime PST timezone) with reduced event drops. This further make me feel that this server is not the right one for me...but i dont have alternatives to play elsewhere.
I dont think this kind of artificial restrictions are good deals for business as it makes players feel unimportant and unwanted, and that cant be good with an old game and even so more with so many strong new games going live in these days (Tera, GW2, Diablo3).

Correct. This pack is title "Welcome Back" because it was designed to encourage players that have left the game to return to it by providing some items that will help them pick up where they left off with ease.
There is still a free pack for every account with lots of fun stuff inside. If you've just started playing, the Path to Awakening will be able to provide you with lots of useful gear and supplies up to level 85 for free.

Every event with an event item that drops from monsters has had a drop rate setting that applies to the server's prime time because during prime time there are more players online, so there need to be more event items dropping in order to even out the experience. Effectively the drop rate will actually seem the same to players around the clock because it is evened out like this. One is exception is that on servers with a lower-than-average population may see a difference.
Why are event items not a static drop rate reguardless of time. the current method punishes the people not in peak time. some ppl chose server then time was changed so on top of that they now get less chance of event items. seems a bit unfair. Mobs reguardless of time should have X.XX% chance to drop.

It was decided long ago that event items drop a lot more often during prime time to even things out.
If they drop at a static rate a character that is on 24 hrs a day will end up with a lot more items than one that is on 3 or 4 hrs in prime time.

And the way it is the bots will still have waaay more items than every1 else.
So the problem is the policy, a big fail then they use this system...better prime time drops than not banning at all(like happens normally since i can remember) + high drops all days though...we have to live with that.

From what i understood the items drop rate is proportional to the population playing "in a way". Since at prime time there are more players, there's less monsters available per player, so the kill rate for ppl playing at peak times is lower than people playing on other times since there's more monsters available and farming becomes easier outside primetime.

those increased event drop rate only make sense for the korean servers - all ppl have same prime time because they are all in the same time zone which is the server's one.
but for ncw's servers server's prime time (most ppl on) isn't equal to server's timezone anymore (only exception is Naia). ppl are from all around the world and have diffrent prime times that would cover a whole day.
so imho that 'increased event drop rate during (server) prime time'-setting should be removed for our servers but drop rate slightly increased to compensate it :cool:

Dear NCSoft, do you actually go out of your way to make things more annoying? There are 6 items in the 8th Anniversary Support Pack. You want us to buy 8 of them. It would take some kind of Einstein to do the math but have you ever heard of stacking?

I'm sorry, but that makes no logical sense and I'm not sure how you can believe otherwise. I generally play during off peak, as I live on the other side of the world. As you're well aware, the drop rate is terrible and you're lucky to see more than half a dozen letters within an hour.
I was fortunate enough to be awake and on during prime time the other day, the amount of letters that drop in comparison to off peak is ridiculous. To give you an idea, I have 180~ letters. Roughly 130 of those were during prime time (2-3 hours playtime), less than 50 are from off peak (12-15 hours playtime).
This is the only MMO I've seen that punishes the playerbase for not playing in a specific timezone. It makes sense if everyone was from the same geographical location, but that is not the case here. Please, don't copy every setting that the Koreans use and adjust it to the western playerbase. A global droprate for every event item at all times would be ideal and is the most common system used.

Im not only agree with this, I also want to add that these kind of issues even when relatively small annoys players greatly. Please fix global droprate in off-peak hours.

The cookies in the 8th Anniversary Support Pack (http://store.lineage2.com/store/detail?goodsNo=300017&categoryPath=1_7) do not add any Patk or Pdef when I'm using ISS buffs... Are these cookies supposed to be only for people that somehow don't know a buffer or have cocktails, or are these cookies bugged?
I do like the 1-Hour Nevitt's Hourglass though...

I know how to apply a code but when i log into my master acc or my email i dont see any code about welcome back pack, how can i check if i recived the cade, im not sure if i logged after 26 march now.
I logged last saturday so today i should get the code, and i had to set up the pin for the acc, i doubt i logged after 26 march

That's the part of the instructions that is for the Welcome Back Pack, Sweepstakes reward, etc. The whole page (including "how to use a serial code") applies to our code giveaways like with MMORPG.com.
Remember that if you qualified for the Welcome Back Pack, it isn't assigned to your account until the following Wednesday. Unfortunately we do not have a way for a player to check their playtime and see when their logins were, so you have to either wait until the Wednesday following your return-login and see if you get the pack and the notification email, or you can contact the support team (https://lineage2.custhelp.com/app/ask/) and ask them to check your login times and tell you if you qualify or not.

Do the WBP items come via the Dimensional Merchant or the highest toon wh/inventory?
Are the items tradable, or tradable via the Dimensional Merchant?

You have to go to your account management here and apply the item. At that point, you can apply it to any toon on that account. They show up via the Dimensional Merchant, so I guess it really doesn't matter which toon you choose...
