well i not may say why but if that evi have nice set/talisman he also get nice debuff resist. also you not say what other earring you use (go get istina or zaken cheap version or b zaken/antharas/b antharas rich setup), you need shadow chase to +10 and maybe stun augment if you have lucky to get. In the end is not about your setup if he have items market price 500b+ :)
ps: look for best evi in freya for friendly test same this skills did my setup will make more success rate :)

If i success for example 20/150 stuns than yes need more jewels, stun augments and etc...
But i made 0/150 stun success = land rate 0 % = invalid ****... which must be fixed anyway... Btw i not belive that 4 stun jewels result is 0/150 and fife +augm, what? 30/150 success... i not believe...

Did the tank have its debuff resist aura up? Recovery aura has +20% resist to stun, knock down, knock back, hold.
Were you sure the iss wasn't doing angels touch? That blocks all debuffs.
Since it's a POM iss, you didn't mention if it was doing BR, it's possible it kept mystic immunity and was using that on the evi as well.
Was the evi using gravity barrier? Clears and blocks all debuffs.
Fluid weave? Blocks a debuff while it is up, and if they have a macro set you will always have the first duff blocked unless you time it in between the fluid weave.
And that's all stuff built right into the 3 classes there without gear.
They could have AP into debuff resist. They could have a garnet. They could have the special state resist dye applied.
They could have talismans to put on to resist debuffs.
So that set of classes, the setup you have (with very low + on skills) it's not really a shock that you have so many skills resisted. You may be higher level compared to the masses, but if you are fighting someone with truly stacked gear, your setup is absolutely putting you at a disadvantage.

When my Othell Rogue was lvl 100, he had AQ soul, Baium soul, Tezza Soul, Anthy, Lindvior, all +10 skill enchanted and physical trait + mental trait dual skill and also...+30 stun attack chance aug for +12 Dark weapon....i.e. just stacked on stun attack/defense and I heard some silver winged character in silver armor(+6set) crying about how he can't stun me when I was like stun and kill him constantly....
My advice?
1. Level up. Be higher level than your enemy. In Lineage2, higher level is more important than gears.
2. Get the basic PvP gears if you want PvP.
AQ, Baium, Tezza soul, Zaken, PvP Stun earring...etc. they are not that expensive when considering the cost of Lindivior, blessed Anthy, Ruler's ring final...etc.
3. Get PvP skills(mental, physical trait Dual skill) and do +10 skill enchants on your main skills.
Yeah it's not easy to have it all; but this is exactly why it makes it worth doing cuz not everyone can do this.

Lindvior doesnt give stun, you were not stacked on stun.
While shadow chase is physical stun, bluff is mental stun and is affected by mental trait dual skill and also lindvior which adds mental attack/defense(in this case bluff.) There is a reason why it's so expensive.

Finally, I've done some testing. Sorry, I am kinda late in my response, been busy...
In short, stacked stun works.
Case 1.
Othell 99 with AQ soul + Instina earring vs evic 99 with bauim soul + 40% stun earring.
out of 20 stun attempt, only 1 stun landed and 19 failed.
Case 2.
Same LvL 99 evic with only 2 x stun Boss Jewel vs 101 Othell with 150 stacked stun
out of 10 attempt, all 10 x stun landed.
Case 3.
Evic used steel weave(3 sec debuff immune skill) while 101 othell tried to stun
all 10 x stun attempts failed.
My Conclusion:
Case1. Gainak Evic had more stacked stun than you, probably 40% stun earring + Blessed Anthy? another 40%, Ruler's Ring of authority 30%,
Tezza soul 20% AQ soul or Bauim soul 25% = 155%...etc. As shown above, if the level of stacked stun is about the same, then stun doesn't land.
For this, I feel the need to improve stun landing chance of othell slightly more...if the level of stacked stun is the same, then it should land about 30-40% of the time, to be fair it feels like...
Case2. The Gainak Evic was a bot and was using a 3rd party program that auto detected your using the "shadow chase" skill and auto-used "steel weave" skill just milliseconds after you used the skill.
This problem you mention is already known, the problem with are the scripts, if you search for google, one of the programs that everyone knows, and enter their forums, which are open to everyone, you will see that there is everything even what he says, 0 stun 0 debuff, it's a shame but so, because I am sure, when programs stop working, besides users who use them do not leave the city, strangely if you ever fight some of them you realize they enter the debuff. If there are too many things now antidebuf 0% but still is not normal.
Debuffs are fine, as people said before topic-starter just bit pity newb, which need to learn some more:)
stun-machine rogue will never face a problem to get target in stun, except invul/debuff immunity skills, obviously u need better equipment/skill enchant higher (+5 :D really?)/re-built of ap/dual class skills.
