Hi it seems your IP verification system is still very sensitive, recently I created a new account and within a week, it's now been blocked and heading toward Account Closure? Obviously if my petition to Support was given live attention by actual personnel you would notice the affected account only contains several level 1 characters which have not entered gameplay as yet. My IP is dynamic, and I get this issue a few times a year, just that normally support unblocks their restriction after a few hours. This one is being closed.
Do not be ridiculous, I have spent thousands from my main account and why are you picking on my newly created account containing level 1 characters whom have not logged in the game before?

It's true, I had spent thousands on this game in the past. Left the game for a few years and just got back a few weeks ago. This time, before I even spend a single cent, I'd like to see this sort of auto-ip banning crap stopped. before you implemented the ip verification system, never had this issue.

Your dynamic IP is not problem, I play from same dynamic IP last 5 years and my IP reset every 12h. Need to re-log all my online char's every 12h and never have big problem from the late of mail with new code in pass. In last maybe one year they come in less of one min. Before maybe some time needed 5-10 min. Now is much faster. I will ask same. From where you play or maybe you use some "fake" IP stuff and system locate you in "banned" side of world?

And who else said u played for 5 years and never had any issues. maybe ur country's connectivity is much better, or maybe u were just lucky. well I played for 13 years and since they introduced the ip verification launcher, this has been happening. many times per year. that is why I took a break at the end of 2015, recently came back to see if it's any better. I'm running l2 off win 7 ultimate straight-off. i don't have any tor client or latency reduction tool anything like that; i don't have need for that sort of thing and absolutely no idea why I would want to mask my ip. I'm playing from home.
I'd rather not discuss about my connecting location in these forums but i can tell you I'm connecting from the southern hemisphere. in my correspondence with support i did relate my full address, city, country .. etc.
anyway, i didn't start the post to concentrate on the nature of IP. it's the fact that the system glitched, blocked one of my new accounts (nothing affecting my main), and no one from support wants to unblock it. obviously it is a glitch, it's an unplayed account how on earth could it have exploited eula.

Producers come on. the fact is that the affected account has NOT seen gameplay (I'm sure u can tell if toons created on it have begun first log-in or not. they have not). mistakes do happen, I'm not passing death sentence on you, but at least be gentleman enough to admit your system glitched, and now make good the error. Logically you don't need further proof- the account was created only last week... how could it have done any mischief? do u want customers or not

Well, this looks all legit to me. The only thing I could think of is that the account containing only lvl 1 characters somehow triggered a suspicion-algorithm. Maybe NCsoft's anti-bot believes that lvl 1 characters are used as advertisement-shops or deliverers for RMT adena.
I myself have a whole Dwarf army I log in every weekend for the free R-Grade Crystal (and sometimes even an R-Gem), but those characters are all lvl 10 or 20, i.e. they have been played a bit. Maybe when Neutron comes back to the office on Monday he can take a look at the case.

if any admin here wants to help/take a look to expedite the matter, just send me a pm and I will give u the affected account details. Support is still giving me automated paragraphs. I have seen those exact paragraphs before, last in end of year 2015. about five days after they gave me the final decision, they send another reversal of action email and apologized, but unfortunately, in that span of 5 days, I had already uninstalled L2 and was back to playing another old mmorpg. it was pretty engrossing and so I just got back a few weeks ago. let me trace that 2015 incident, it should be traceable on these forums : it's EXACTLY the same plight I am facing now. buster casey was moderator here at that time, and producer was ncjuji. I had 3 clients ingame, which automatically shut down to desktop, error code (3746), and not just those 3 accounts were affected. All my other offline accounts with the same location-ip saved were blocked at the same time. when the reversal of action came, they only bothered to unblock my main acc. they forgot the other offline accs affected under my ip so If I wanted to unblock them had to write in from each of them one by one. besides since l2 already uninstalled, I decided to take a break.
Yes I guess as much the switch is done at Account level. But to warrant 'Full Account Closure', I beg to differ, it does matter what you have in ur account, or what u have done with what u have in ur account.
Otherwise ... it's just a blatant mistake. Hence my original petition.
Well to be honest I not see any legal point to someone not like to say from what country he play instead the he is from some of the "banned" list...
Yest they are banned because NC West not have authority in that part of world, why, because someone other have... same as we not have option to play in NC Korea because we are not there and use Korean internet providers...
Other option, ok I talk imaginary, is the you are in county what is close to some of that in list. Your internet provider have network also in that county and NC West recognize all IP address form same IP list as the they are from that banned county.
ex: "if" one day NC West decide to ban "T-Home/Mobile (Deutsche Telekom)" , that not mean the they will ban just Germany ussers but in same moment will ban more of half Europe include and my T-Home / Macedonia.
No no I'm not even remotely close to those countries, and broadband provided by my national telecom sucks, doesn't share products with others.

I have seen this exact paragraph before. Basically when they do not want a live person to handle your case, they use this sort of pre-generated response. The contents of that paragraph do not provide any substantive reason and is so generic in its scope, it can empower them to do whatever they want. But the cicumstances surrounding my case are so absurd (if a live personnel were to investigate it he/she would concur), that i cannot afford not to launch another appeal :-

I can imagine that creation of many new/lvl 1 chars in a short timeframe is usually done by bot programs and thus might trigger a ban.
If you did it with bot or by hand, I dunno.
I play this game on/off since 12 years and never got a ban, also none of my IG friends (at least those that I know are truely legit) never received a ban, not even a temp one.
I think I did it quite fast, but by hand. Anyway, the slots are not all filled per server. I created only a few chars on some servers.
I am in the middle of restructuring all my old accounts and choosing which chars to keep and which to delete (consolidating my chars), since I have been playing for many years (original account Beta Code to Retail Code 2004) and thus have over time, created many accounts and managed many characters. This in itself is not illegit. The account which has been banned was only recently created. No mischief could have been done (even if it were intended) since none have entered gameplay. Any action taken on this account would be purely pre-emptory. Any possible wrongdoing (in future) would be at best speculation.
you've played for 12 years and not faced any account-related issues, that could be good luck or due to other variables, but we're really talking about post 2015 new launcher ip verification system. Before that, same as you, I never had any issue like this. since about oct/nov 2015 (?) my accounts get Code 3746 a lot. My country's connection is not as smooth as those in the US for sure, and sometimes have problems communicating with l2 servers. At times like those, such auto-restrictions seem to occur more frequently. However, I am not confirming that my internet connection is the source of the matter. My issue is that they are not lifting the auto-restriction when I get error 3746 despite writing in, when most of the time, they lift it fairly quickly.
I would like to reiterate on the following statement, because I feel it sums up the main point I am trying to convey across to the admin :-

As I previously stated, once they unlock your account it most likely will get locked again soon, so you will need to write again for a few times.
Old accounts, no matter how much (or little) played are completely excluded from the automated lockdown swoops.
Yes, at the time of my original post I had already written in 2-3 times. the final response was the standard account closure paragraph. I had since written in two more times.
I'm already aware that this usually affects accounts which I had newly created. But for some reason the are not responding to my requests on this one, like how they unlocked the others.
Just received another standard phrased rejection of my appeal today; it feels as if whoever is responsible just would not admit to mistakes made.
I keep quite an accurate record of my accounts, and just checked my notes; in addition to the info I have provided so far, the affected account's composition of characters per server is as such :-
None of the characters have entered play, this is a new account. There is absolutely no way this account could have contravened eula.

This case serves as a perfect example that players whom are unlucky enough in Lineage 2 do get mistakenly banned. Most of the time they reverse the decision, but there will be a random incident when they don't. For what purpose, I do not know, but this is the really scary part of L2.
I'm still not sure if my petitions for this case went through live personnel. Seems now it just gets automated replies.
It is hoped that some GM/Official could assist in this matter, because account support is not looking into it.

This issue has been outstanding for weeks without any resolution, and I wish to be contacted by someone live from the GM Team. Support is only giving me autiomated replies and not resolving this problem at all.
I feel I am running out of time; part of the reason for the creation of these new accounts is to address the upcoming server merge Chronos with Zaken. As I am a returning player of many years, I have many accounts and characters all over the place. Hence the need for me to switch to reliable email providers and streamline my account names & structures, before I can start downsizing.
